The Board of Directors of the Retirement Benefits Authority is established pursuant to the provisions of Section 6 of the Retirement Benefits Act and vested with the management of the Authority. 

The Board is appointed by the Minister for Finance and under the First Schedule to the Retirement Benefits Act, members of the Board other than ex officio members shall hold office for a period not exceeding four years, on such terms and conditions as may be specified in the instrument of appointment but shall be eligible for re-appointment for one more term of a period not exceeding four years.

The members of the Board are appointed at different times so that the respective expiry dates of the members' terms fall at different times.

Dr. Edward Odundo

Chief Executive Officer

Dr. Edward O. Odundo is the Chief Executive Officer of the Retirement Benefits Authority. He was appointed to this position on May 2, 2002. Due to his long experience in financial services he is a member of various boards. He is a director of Insurance Regulatory Authority because of position as RBA CEO. Dr Odundo is also Insurance Training and Educational Trust board member, managing trustee Policyholders Compensation Fund, trustee Association for the Physically Disabled of Kenya and president International Organisation of Pensions Supervisors (IOPS).

In December 2012 he received Doctor of Philosophy in Business Administration (Strategic Management) from University of Nairobi. He is a well accomplished accountant holding a FCPA as well as Bachelor of Science and Masters in Business Administration in Strategic Management.

Prior to his appointment as CEO, Dr Odundo was the former Commissioner of the Value Added Tax and Financial Controller at the Kenya Revenue Authority. He also served in various senior positions in the insurance and re-insurance industries. His experience is critical in the policy and supervisory function of the Retirement Benefits Authority.


Mr. Paul Muthaura


Prior to his appointment as Acting Chief Executive of the Capital Markets Authority Kenya, Paul Murithi Muthaura was the Director, Regulatory Policy and Strategy at the Authority. In this role he coordinated the Strategy and Planning; Research and Product Development; Investor education and Public awareness as well as Legal framework development functions of the Authority. In his time with the Authority he has also held positions as the Head of Legal Framework and Head of Enforcement.

Paul has previously worked with the General Secretariat of the International Organization of Securities Commissions (IOSCO) based in Madrid, Spain as an Emerging Markets Advisor. Before moving into the regulatory industry Mr. Muthaura was a senior commercial associate with the law firm of Daly and Figgis Advocates.

Mr. Muthaura is an Advocate of the High Court of Kenya and is the holder of a Bachelor of Laws degree from the University of Warwick, a Masters in Banking and Finance Law from the London School of Economics and Political Science and is currently undertaking a Doctorate in Business Administration at the Maastricht School of Management.

In 2011, Paul Muthaura was invited to join the Leadership for Change in Africa Programme of the Africa Leadership Institute (ALI).


Ms. Agnes Nyaguthie


Ms. Agnes Nyaguthie is a Logistics and supply chain specialist in the management and implementation of complex multi-cultural projects in humanitarian emergency, food security, and livelihood and HIV/AIDs programmes. She has over 16 years of experience in supply chain service delivery intervention design, implementation and management, as well as conducting capacity building in areas of Logistics and supply chain management, with significant work experience in East and central Africa. She has the ability to successfully partner with diverse stakeholders in assessing the performance and success of Logistics and supply chains in supporting program implementations. She has also demonstrated the ability to evaluate projects and knowledge gap analysis, program planning through result oriented framework, and data use for decision making. She has worked with different international non-governmental organizations, such as CARE international and USAID/PEPFAR Funded Programs, Oxfam GB among others.
