The Board of Directors of the Retirement Benefits Authority is established pursuant to the provisions of Section 6 of the Retirement Benefits Act and vested with the management of the Authority. 


The Board is appointed by the Minister for Finance and under the First Schedule to the Retirement Benefits Act, members of the Board other than ex officio members shall hold office for a period not exceeding four years, on such terms and conditions as may be specified in the instrument of appointment but shall be eligible for re-appointment for one more term of a period not exceeding four years.

The members of the Board are appointed at different times so that the respective expiry dates of the members' terms fall at different times.

Set out below are the particulars of the current Board of Directors of the Authority:

Mr Victor R. Pratt

Chairman

Mr Victor R. Pratt was appointed Chairman of the Retirement Benefits Board of Directors with effect from 21st May, 2016. Mr Pratt is a graduate in Business Administration from Fairleigh Dickinson University, USA and has undertaken post graduate studies in Industrial Development at the Irish Management Institute in Dublin, Ireland.

Mr Pratt has worked extensively in Africa, in the 1970s with Citibank, Liberia and the African Development Bank (ADB) in Abidjan. Since the early 1980s, Mr Pratt has been promoting small business development, founding the Kenya Management Assistance Programme (K-MAP) in 1986. Mr Pratt has led numerous international business promotion initiatives under the auspices of United States Agency for International Development (USAID), Young Presidents Organisation (YPO), United Nations Industrial Development Organisation (UNIDO), Commonwealth Secretariat, Center for International Private Enterprise (CIPE) and United National Development Programme (UNDP).

Mr Pratt is the founder of Continental Management Consultants Ltd. based in Nairobi, Kenya and African Management Associates (AMA). He has been retained as a business development adviser by international companies in the transport and telecommunications, energy, urban development, housing and agricultural sectors. He has previously served as chairman of Kenya Reinsurance Corporation.

Mr Nzomo Mutuku

Acting Chief Executive Officer

Nzomo Mutuku is since May 1, 2017 the Acting Chief Executive Officer of the Retirement Benefits Authority in Kenya. Prior to his appointment, Mr Mutuku worked at the National Treasury as the Senior Adviser, Financial Sector and Acting Director, Financial and Sectoral Affairs Department working on policy matters relating to financial sector development including financial inclusion, efficiency and stability. Previously he was the Chief Manager, Research & Development at the Retirement Benefits Authority and has also worked in the Research Department of the Central Bank of Kenya.

Mr Mutuku holds a Masters of Arts degree in Economics as well as a first class honours Bachelor of Arts (Economics) degree from the University of Nairobi and a Certificate in Digital Money from Tufts University. He has also undertaken training in pensions and financial markets in various countries including the UK and Canada and at Harvard University and the Wharton Business School in the United States.


He has authored a number of paper on financial sector including "The Case for Consolidated Financial Sector Supervision in Kenya" and "The Impact of the Global Financial Crisis on the Pensions Sector in Kenya,” which are widely quoted in the region.

 

Mr Paul Muthaura

Ex-officio

Prior to his appointment as Chief Executive of the Capital Markets Authority Kenya, Paul Murithi Muthaura was the Director, Regulatory Policy and Strategy at the Authority. In this role he coordinated the Strategy and Planning; Research and Product Development; investor education and public awareness as well as legal framework development functions of the Authority. In his time with the Authority he has also held positions as the Head of Legal Framework and Head of Enforcement.

Mr Muthaura has previously worked with the General Secretariat of the International Organization of Securities Commissions (IOSCO) based in Madrid, Spain, as an Emerging Markets Adviser. Before moving into the regulatory industry Mr Muthaura was a senior commercial associate with the law firm of Daly and Figgis Advocates.

Mr Muthaura is an Advocate of the High Court of Kenya and is the holder of a Bachelor of Laws degree from the University of Warwick, a Masters in Banking and Finance Law from the London School of Economics and Political Science and is currently undertaking a Doctorate in Business Administration at the Maastricht School of Management.

In 2011, Mr Muthaura was invited to join the Leadership for Change in Africa Programme of the Africa Leadership Institute (ALI).

 

Mr Vincent Rotich

Director

Mr Rotich was appointed to the Board of the Authority on 2nd October, 2015 for a period of three years. He holds a Bachelor of Arts degree in Development Studies from the University of South Africa and a Master of Arts in Project Planning and management from the University of Nairobi.

Mr Rotich is a developmental specialist and experienced project manager having worked in projects related to health and nutrition, education, food security, water, economic development and advocacy. He is currently a Technical Specialist and Project in Charge at the World Vision Kenya, Kirindon Area Development Program (Narok County).

Dr Hillary Barchok

Director

Dr Barchok is the Dean Faculty of Education and Resources Development at Chuka University. He is a holder of a PhD in Curriculum Development from Moi University. He was appointed to the Board of the Authority on 17th April, 2015 for a period of three years.

Mr Joseph Ngugi

Director
Representative of the Cabinet Secretary in the National Treasury

Mr Ngugi is the appointed Alternate to the Cabinet Secretary in the National Treasury. Mr Ngugi has worked at The National Treasury for over 18 years and having specialised in the Macro and Fiscal Affairs of taxation. He is currently a member of the budget team. He was appointed as an alternate Director to the Board of the Authority on 14th October, 2015.

Mr Steve Gichohi

Director

Mr Stephen Gichohi Gichuhi was appointed to the Board of the Authority on 17th April, 2015 for a period of three years. He is a holder of a Diploma in Banking and Sales and Marketing. He is currently the Manager, Equity Bank, Upper Hill branch. He has a wealth of experience in the banking industry having previously worked with Barclays Bank Tanzania Ltd, Barclays Bank of Kenya, and Consolidated Bank of Kenya Ltd.

He brings on board valuable board experience having previously served in the Board of Directors of the Kenya Civil Aviation Authority.
